Project Manager

About the Role

This role supports Our Client in delivering a high‑visibility Agile Release Management initiative for the MDOT ColdFusion Development Project. The Project Manager will operate within a hybrid environment, collaborating with cross‑functional teams across a matrixed organization. You will be responsible for establishing governance structures, driving project execution from inception to delivery, and ensuring stakeholder alignment. Success in this position directly impacts the timely rollout of critical transportation system enhancements for the state.

Key Responsibilities

• Design and implement an Agile governance framework tailored to the MDOT release management process.
• Lead full‑life‑cycle project planning, including scope definition, schedule creation, resource allocation, and risk mitigation.
• Facilitate sprint planning, daily stand‑ups, retrospectives, and release reviews to maintain momentum and quality.
• Coordinate with development, QA, and operations teams to ensure seamless integration of ColdFusion‑based solutions.
• Manage stakeholder relationships, communicate status updates, and negotiate priorities to resolve conflicts and competing requirements.
• Track project performance metrics, produce executive dashboards, and adjust plans based on data‑driven insights.
• Ensure compliance with our client procurement policies and public‑sector reporting standards.
• Mentor junior project staff and foster a collaborative, high‑performing team culture.

Required Skills & Experience

• Minimum 5 years of experience leading Agile projects within a release governance structure.
• Proven ability to work effectively in matrixed, cross‑functional team environments.
• Strong conflict‑resolution skills with a track record of handling high‑priority, complex issues.
• Deep knowledge of Project Management methodologies (PMBOK, Agile, Scrum) and best practices.
• Experience overseeing system development lifecycles, including new builds and enhancements to existing information systems.
• Excellent written and verbal communication skills for articulating stakeholder needs and facilitating consensus.
• Demonstrated capability to build and maintain positive stakeholder relationships.
• Bachelor’s degree in Business, Computer Science, Engineering, or a related field; PMP or Agile certification preferred.

Tools & Technologies

• Agile project management platforms such as JIRA, Azure DevOps, or Rally for sprint tracking and backlog management.
• Collaboration tools like Confluence, Microsoft Teams, or SharePoint for documentation and stakeholder communication.
• Project scheduling and reporting tools such as Microsoft Project or Smartsheet.
• Basic understanding of ColdFusion development environments to effectively coordinate with technical teams.
• Standard office productivity suite (Microsoft Office, Google Workspace) for reporting and presentations.

Work Schedule & Duration

• Hybrid work arrangement – combination of onsite presence at the Lansing office and remote work, as agreed with the hiring manager.
• Anticipated start date: October 20, 2026.
• Contract position; duration to be determined based on project milestones and funding.

Interview Process

The interview process typically includes an initial recruiter screening, followed by a technical interview focused on Agile project management experience, and a final panel interview with senior leadership and the MDOT project team. Candidates may also be asked to present a brief overview of a past project portfolio that demonstrates relevant governance and delivery expertise.
